º El Gobierno no otorgará la garantía del Estado para emisiones de bonos o de cédulas hipotecarias hechas por bancos que no sean oficiales o controlados por el Estado, sino en desarrollo de contratos vigentes y cuando el destino que se le dé a las cédulas que hayan de tener la garantía del Estado o al producto de ellas, sea previamente convenido con el Gobierno y supervigilado especialmente por el Superintendente Bancario.
