° La ejecución de esta Ley podrá posponerse hasta que los recursos del Tesoro permitan efectuar los trabajos aquí ordenados, y los gastos que ocasionen se considerarán incluídos en los respectivos Presupuestos: pero respecto del brazo de Mompós el Gobierno hará ejecutar inmediatamente, con los fondos especiales de la canalización, los trabajos más indispensables, a fin de aliviar la situación que sufre la ciudad del mismo nombre por escasez de agua.
