PROURE . Créase el Programa de Uso Racional y eficiente de la energía y demás formas de energía no convencionales "PROURE", que diseñará el Ministerio de Minas y Energía, cuyo objeto es aplicar gradualmente programas para que toda la cadena energética, esté cumpliendo permanentemente con los niveles mínimos de eficiencia energética y sin perjuicio de lo dispuesto en la normatividad vigente sobre medio ambiente y los recursos naturales renovables.
