Art. 7. ° Las disposiciones legislativas dictadas por el Congreso y las que dicte en adelante, en los ramos civil, comercial, penal, de minas, judicial, fiscal, militar y de instrucción pública, regirán en el Departamento de Panamá en cuanto no estén en contradicción con el artículo 13 de la Ley 48 de 1887 (fiscal) y con las disposiciones de la Ley 83 de 1888 . En consecuencia, las leyes especiales de que trata la última parte del artículo 201 de la Constitución comprenderán solamente los ramos administrativo y fiscal del Departamento
