Podrá otorgarse Visa Temporal Inmigrante al extranjero que pretenda ingresar al país y reúna las condiciones establecidas por los programas de migración previstos por el Gobierno Nacional. Se podrá otorgar igualmente dicha visa al extranjero que venga al país bajo los auspicios de la Organización Internacional para las Migraciones (O. l. M.).
