Habrá en cada sección de la Carretera un Cajero Contador nombrado por el Gobierno Nacional, mediante las formalidades legales, que percibirá los fondos directamente del Tesoro Nacional, administrará el impuesto de peaje en las secciones donde se cobra, pagará los gastos de la obra y rendirá sus cuentas mensualmente a la Corte del ramo por conducto del Ministerio de Obras Públicas.
