º. Los bancos comerciales podrán conceder préstamos hasta con cinco (5) años de plazo, con destino exclusivo a la construcción o ensanche de obras de fomento económico, tales como irrigaciones, pozos profundos u otras análogas con destino al abastecimiento de aguas; plantas eléctricas y redes de distribución, industrias extractivas, industrias agrícolas y construcciones urbanas para la clase media y obrera, siempre que estas obras estén debidamente planificadas y prospectadas, sean adecuadas y directamente reproductivas, y el valor del préstamo asegure su total terminación.
