º Desde la publicacion del presente decreto los habitantes i transeuntes en Colombia podrán ejercer libremente los derechos garantizados por los incisos 1,º 2,º 3,º 4,º 5,º 6,º 7,º 8,º 9,º 10, 11, 12, 13, 14 i 16 del artículo 15 de la Constitucion, sin otra restriccion que la que entraña la recaudacion del impuesto nacional sobre el degüello de ganado, establecido por el Poder Ejecutivo. En consecuencia, a ninguna autoridad política o militar es permitido ejecutar actos contrarios a dicho artículo 15, sin incurrir en la responsabilidad que conforme al Código penal apareja la violacion de las garantías individuales.
