El Gobierno dará a las respectivas Juntas, en cambio de las cantidades que en dinero reciba, iguales sumas en bonos colombianos de deuda interna, de los destinados para consecución de empréstitos aplicables a obras de fomento. Los que las Juntas reciban tendrán la misma aplicación que los dineros dados por ellas en préstamo al Gobierno, y en consecuencia, las Juntas podrán hacer de ellos el uso correspondiente.
