El artículo 185 de la Constitución quedará así:

ARTÍCULO 185

Las Asambleas Departamentales son de elección popular y se compondrán de tantos Diputados cuantos correspondan a la población del respectivo Departamento, a razón de un Diputado por cada cuarenta mil habitantes, y uno más por fracción igual o mayor a la mitad de dicha cifra. En ningún caso se elegirá un número menor de Diputados de los que hoy se eligen. El número de suplentes será el mismo de los Diputados principales y reemplazarán a éstos en caso de falta absoluta o temporal, según el orden de colocación en la respectiva lista electoral.

Para ser Diputado se necesitan las mismas calidades que para ser Representante.
