Concursos desiertos. Los concursos deberán ser declarados desiertos por quien suscribió la convocatoria mediante acto administrativo motivado contra el cual no procederá recurso alguno, en los siguientes casos: 12.1. Cuando no se hubiere inscrito ningún aspirante o ninguno hubiere acreditado los requisitos. 12.2. Cuando ningún concursante haya superado la totalidad de las pruebas.
