El Director General dictará reglamentos conformes con la ley, y distribuirá los datos e informaciones, y podrá ordenar a cualquier funcionario aduanero que visite las varias aduanas, con el objeto de conseguir el aforo uniforme, justo, e imparcial de la mercancía extranjera.
