En la ciudad de Chiquinquirá cuna de tan eximio varón, el Gobierno Nacional previo arreglo de la Plaza de la Libertad, erigirá un a estatua de bronce del señor doctor don José Joaquín Casas y en la cual se colocará una placa con la siguiente inscripción:

"El Congreso de Colombia al señor doctor don José Joaquín Casas, epónimo varón y excelsa figura de las letras castellanas'.
