Artículo segundo. El pago de reconocimientos a que se refiere el artículo anterior, su manejo y la rendición de las cuentas correspondientes a la Contraloría General de la República, se efectuarán con arreglo a las normas administrativas y fiscales vigentes para esta clase de erogaciones, y a las especiales que dicte dicha Contraloría en desarrollo de las disposiciones legales citadas y de este Decreto.
