Cuando la situación financiera del país permita el cumplimiento del artículo 1o. de la Ley 12 de 1927 , el Gobierno procederá a contratar el empréstito que en dicha Ley se contempla, para continuar la construcción del ferrocarril del Carare. Mientras dure la suspensión de esta obra, la parte construida de ella, así como los demás materiales que le han pertenecido y le pertenecen, serán conservados cuidadosamente.
