Artículo primero. La obligación establecida por la Ley 31 de 1965 sobre descuento de la cuota del dos por ciento (2%) del precio de compra del cacao de producción nacional, incumbe a todas las personas naturales o jurídicas que lo adquieran con fines industriales, comerciales o de exportación.
