Art. 1.º Destínase del Tesoro nacional la suma de cuatro mil setenta pesos sesenta centavos para pagar al Estado de Santander lo que se le debe por el valor de los cupones de renta al portador que aún no le han sido cubiertos, i cuyo producto está destinado al sostenimiento de la instrucción pública en aquel Estado.
