Cuando aparezca que alguna Sección demora sin justo motivo el examen de sus cuentas, ó que no lo haga en los términos y con los apremios señalados por el artículo 21 del Decreto número 567 de 1906, los funcionarios arriba mencionados darán cuenta el Poder Ejecutivo para los efectos del artículo 28 del mismo Decreto.
