El artículo 20 del Decreto 1520 de 1978, quedará así: El Presidente y el Vicepresidente de cada Junta Directiva deberán ser elegidos de entre los miembros principales. En las ausencias temporales o definitivas de los directivos principales, entrará a suplir la vacante el respectivo suplente; la falta absoluta de éste producirá la vacancia del cargo. El Directivo que debidamente citado, y que sin justificación alguna deje de asistir a tres (3) reuniones ordinarias consecutivas de Junta, perderá tal calidad.
