Art. 11. En la renta de licores no quedan comprendidas la fabricación y venta del alcohol impotable ó proveniente de sustancias impotables; pero el Gobierno podrá ceder el monopolio de éste artículo mediante arreglos con los rematadores de la renta de licores, procurando los términos más ventajosos para el Tesoro público.
