Mientras el Gobierno Nacional no disponga lo contrario, para el registro de importaciones o el otorgamiento de licencias, según el caso, será requisito indispensable haber constituido previamente un depósito en moneda legal en el Banco de la República. La Junta Monetaria señalará la cuantía según mercancías o grupos de mercancías, su duración y los requisitos y condiciones que deben ser cumplidos para devolverlo.
