Vigencia y derogatorias. El presente decreto rige a partir de la fecha de su publicación, modifica los artículos 1° y 2° del Decreto 1546 de 1998 y deroga las normas que le sean contrarias en especial los artículos del 3° al 42 del Decreto 1546 de 1998.
