Para autorizar la liquidación de cualquier compañía que haya celebrado con el Gobierno nacional contratos de los que trata el artículo 4º del presente Decreto, será requisito indispensable que por dicha compañía se rediman previamente, las libranzas por ellas emitidas de acuerdo con el artículo 2º o que a satisfacción del Gobierno, se constituya garantía real o fianza bancaria para asegurar el pago de tales libranzas.
