El Fondo del Plan Nacional de Desarrollo Alternativo tiene por objeto financiar proyectos para crear oportunidades lícitas de generación de ingresos, mejoramiento de la calidad de vida, conservación del medio ambiente y fomento de los valores éticos y culturales para la convivencia pacífica, a los pequeños productores de cultivos ilícitos en zonas de economía campesina e indígena que se acojan al Plante.
