La Superintendencia Bancaria podrá autorizar a los bancos comerciales cuyo pasivo para con el público exceda del límite fijado por el artículo 78 de la ley 45 de 1923, para mantener dicho exceso, en todo o en parte, representado en los préstamos de que trata el artículo 4° del decreto 384 de 1950, con las limitaciones que considere necesarias.
