Autorízase a la Nación para capitalizar al Banco Central Hipotecario en cuantía hasta de diez mil millones de pesos ($10.000.000.000) y al Banco Popular hasta por diez mil millones de pesos ($10.000.000.000). Esta capitalización se hará mediante la suscripción por su valor intrínseco de acciones de dichos establecimientos bancarios.
