Art. 2.° Cuando el Gobierno estableciere almacenes, con sal de cualquiera clase, en los Departamentos, aumentará a los precios de que se ha hablado los gastos de trasporte y de administración, y solo podrá rebajar hasta el 50 por 100 de los gastos de trasporte.
