Para poder desempeñar el cargo de primer Oficial es indispensable que el aspirante posea la patente de Capitán, legalmente válida en el tiempo de su ajuste y que se haya inscrito previamente en una oficina fluvial como aspirante al cargo de primer Oficial y obtenido la licencia correspondiente, para lo cual es indispensable ser menor de sesenta años y satisfacer los demás requisitos que para licencias establece el Decreto 1661 de 1933.
