Las pruebas serán apreciadas en su conjunto, de acuerdo con las reglas de la sana crítica, con independencia de quien las haya solicitado.En el acto que decide de fondo, el funcionario aduanero deberá exponer en forma razonada el mérito que le asignó a cada prueba que obra en el expediente.Un medio de prueba no es admisible para demostrar hechos que, de acuerdo con las normas generales o especiales, no son susceptibles de probarse por dicho medio, sino por otro diferente.
