° i 2.°, i en ningun caso el cumplimiento de esta lei aparejará la constitucion de ninguna servidumbre terrestre, ni otra obligacion de aquellas cuyo establecimiento es de la esclusiva competencia de los Estados, así en lo tocante a la lejislacion civil, como a la jurisdiccion en materia de transito.
