ARTICULO 16. OPERACIONES PRESUPUESTALES. - Para el cumplimiento de lo dispuesto en este Decreto, el Gobierno Nacional efectuará las operaciones y traslados presupuestales que sean necesarios, para lo cual hará los ajustes a que haya lugar en los presupuestos del Fondo Especial de la Presidencia de la República, el Fondo de Solidaridad y Emergencia Social y el Departamento Administrativo de la Presidencia de la República.
