Facultar a Embajadores y Cónsules de nuestro país debidamente acreditados ante otros Estados, para habilitar puestos de inscripción y votación en sus sedes diplomáticas y consulares, o en los sitios donde autorice la Registraduría Nacional del Estado Civil, en los cuales los ciudadanos colombianos que se encuentren o residan en el exterior puedan participar en el referendo constitucional que se realizará el 25 de octubre de 2003.
