Artículo único. Apruébase el contrato celebrado el once de setiembre de mil ochocientos setenta i cuatro entre el Poder Ejecutivo de la Union i el señor José María Villamizar Gallardo, como comisionado por el Gobierno del Estado de Santander, con el objeto de llevar a cabo el establecimiento de un Lazareto al Oriente del rio "Chicamocha" en dicho Estado.
