Artículo segundo. Ambas Comisiones funcionarán con una Secretaria común, y estarán integradas en la siguiente forma: Un representante del Gobierno, que será el mismo para las dos Comisiones. Un representante de los empleadores o navieros, que igualmente podrá ser uno solo, en caso de acuerdo, y un representante de los trabajadores.
