Autorízase al Consejo Municipal de Barranquilla para elevar el impuesto predial hasta el seis por mil al año. El aumento que se acuerde por el Concejo se destinará exclusivamente a garantizar y servir los empréstitos que contrate el Municipio para la pavimentación y alcantarillado de la ciudad.
