El Gobierno Nacional se abstendrá de autorizar o subsidiar los procedimientos de negociación directa o de expropiación previstos en esta ley, si los predios rurales respectivos se hallaren invadidos, ocupados de hecho, o cuya posesión estuviere perturbada en forma permanente por medio de violencia.
