El presente Decreto rige a partir de la fecha de su publicación, surte efectos fiscales a partir del 1º. De enero de 1987, modifica en lo pertinente el artículo 13 del Decreto-ley 897 de 1978, deroga las disposiciones que le sean contrarias en especial el Decreto-ley 103 de 1986 y el Decreto 3493 de noviembre 21 de 1986 con excepción de los artículos 5º, 6º, 7º y 8º
