Créase el Premio Tabacalero , el cual se otorgará por el Gobierno a los productores de tabaco rubio o blanco (White-Burley), que logren cultivarlo en Colombia, en condiciones técnicas o industriales que permitan la explotación económica de esta nueva rama de la industria en un futuro próximo. Dicho premio consistirá en la cantidad de tres mil pesos ($3. 000.00), pudiendo otorgarse hasta dos premios anuales. El Gobierno reglamentará su adjudicación.
