Las entidades territoriales crearán la Biblioteca Pública, bien sea como una dependencia de su organización, o asignándole las funciones relativas a la biblioteca, a una dependencia ya existente, mediante ordenanza de la asamblea departamental o acuerdo del concejo municipal, según corresponda.
