Cuando el Instituto decida organizar, promover o financiar una industria, deberá invitar públicamente a todas las personas domiciliadas en el Departamento en donde vaya a establecerse la factoría o industria, a fin de darles ocasión de invertir sus ahorros en acciones de ella, según la reglamentación que para el efecto dictará el Gobierno Nacional y en forma tal que se logre dar facilidades de inversión a los pequeños capitalistas y a las rentas menores.
