En relación con los acuerdos laborales a que se hubiere llegado ad-referendum en los institutos adscritos al Ministerio de Comunicaciones, no comprendidos en el Decreto legislativo 230 de 1975, siempre que tales acuerdos sean anteriores al 20 de julio de 1976, y no impliquen modificaciones en el Presupuesto Nacional, se autoriza al Gobierno Nacional, por el término de 30 días, contados a partir de la vigencia de la presente Ley, para formalizarlos.
