Art. 7.° Decláranse obras de necesidad y utilidad públicas el camino de .herradura de Cali á Buenaventura y el-nuevo acueducto de la ciudad de Cali. En consecuencia, todos los materiales que se importen para dichas obras serán considerados como pertenecientes á .la Nación y no pagarán derechos arancelarios en la Aduana ni en los transportes del Ferrocarril. Con este fin la Junta administradora hará previamente las gestiones legales.
