Los tripulantes de naves y aeronaves que hagan tráfico con el Puerto Libre de San Andrés y Providencia, sólo podrán hacer uso del derecho consagrado en los artículos 30 y 31 de este Decreto, por tres veces al año, aunque su permanencia en el Puerto Libre sea inferior a tres días. En ningún caso podrán hacer uso del derecho concedido a los viajeros en el artículo 33 de este Decreto.
