La visa de residente podrá ser expedida por el Ministerio de Relaciones Exteriores o por el Jefe de una Oficina Consular de la República, autorizado para ello por la Cancillería, a los extranjeros que hayan permanecido en el país en forma continua por un período de cuatro (4) años con visa ordinaria.
