Con destino a la iniciación de labores de la Fundación se destina la suma de cinco millones de pesos que serán apropiados en el Presupuesto de la vigencia de 1974 y 1975. Si el Congreso no lo hiciere, el Gobierno queda facultado para hacer los traslados necesarios o abrir los créditos adicionales tendientes a darle cumplimiento a este mandato.
