º. Autorizase al Gobierno Nacional para emitir hasta 355 millones de pesos en bonos nacionales de deuda interna, que devengarán intereses a la tasa del 5% anual, pagaderos por trimestres vencidos, y que serán amortizados en un plazo de 20 años por el sistema de amortización gradual y por medio de sorteos, sin perjuicio de que el gobierno pueda efectuar amortizaciones extraordinarias en cualquier tiempo. Estos bonos se denominarán "Bonos Nacionales Consolidados".
