° El presupuesto aprobado en el artículo 1° tendrá la desagregación descrita en la Resolución CNE-0013 de 1990, la cual está en concordancia con lo dispuesto en el artículo 14 de la Ley 51 de 1989. No obstante, la Comisión Nacional de Energía, mediante resolución, podrá hacer traslados presupuestales de las partidas contempladas en los gastos de funcionamiento, preservando el presupuesto total asignado a este rubro.
