Proporcionalidad. Las medidas expedidas durante los Estados de Excepción deberán guardar proporcionalidad con la gravedad de los hechos que buscan conjurar.

La limitación en el ejercicio de los derechos y libertades sólo será admisible en el grado estrictamente necesario, para buscar el retorno a la normalidad.
