Artículo segundo. Los Alcaldes Municipales de Villavicencio y Sogamoso quedan comisionados para efectuar, con la intervención y aprobación del Intendente del Meta y del Gobernador del Departamento de Boyacá, respectivamente, la distribución de los auxilios mencionados entre las víctimas de disturbios, refugiadas en esos Municipios, que acrediten a entera satisfacción de las correspondientes Alcaldías su calidad de damnificados.
