De conformidad con el artículo 76 del Decreto 1042 de 1978 para la vinculación de trabajadores oficiales es necesario que los empleos que van a ocupar estén previstos en la planta de personal. La vinculación de personal se sujetará a lo establecido en el Decreto 1028 de 1984.
